On 30 March 2016, at the Ministry of Environment and Natural Resources of Ukraine there was the ceremony of signing the Memorandum on cooperation for creation of integrated electronic system of environmental protection governance and rational use of natural resources that was concluded among the Ministry of Environment and Natural Resources of Ukraine, Lviv department of environment and natural resources and International charitable organization “Environment-People-Law”.
Launching the integrated electronic system of environmental information is a crucial point for promotion of the use of newest information technologies to implement electronic governance in the field of environmental protection and creation of conditions to guarantee free access to environmental information and ensure preservation of healthy and safe environment. “Recently the demand from the public for openness of authorities has substantially increased, which opens preconditions for launching modern instruments of accumulating, processing and disseminating information on the state of environment and natural resources”, says executive director of International charitable organization “Environment-People-Law” Olena Kravchenko.
The proposed model of electronic system of environmental information is unique not only for Ukraine but also for Europe because it integrates the newest European approaches to management of environmental information, combines versatile information on objects causing impact on environment and creates possibilities to generate and analyze environmental information, which are absolutely unique. “The system brings the end to fragmentation of information among various authorities. Now the unified database can contain not only information on emissions into the environment but also permits, limits, conclusions of environmental impact assessment”, says environmentalist of International charitable organization “Environment-People-Law” Kateryna Norenko.
Over the last several months, Ukraine gained possibilities for profound reformation of public administration, including in the sphere of environmental protection and rational use of natural resources. Launch of the electronic system of environmental information will become a step on the way of Ukraine’s approximation to the European community.
