On April 5, 2016, Lviv Chamber of Commerce hosted a press conference “Environmentalists launch an electronic system of environmental protection” organized by the Department of Environment and Natural Resources of Lviv Regional State Administration.
The purpose of the press conference is to increase awareness of the public and executive authorities on the need to introduce e-governance in the field of environmental protection, creating conditions to guarantee the right of free access to environmental information and public participation in ensuring a healthy and safe environment for life.
The press conference was attended by representatives of civil society, representatives of the executive authorities, enterprises and local governments, international organizations and journalists.
On March 30, 2016, at the Ministry of Environment and Natural Resources of Ukraine there was the ceremony of sigining the Memorandum of Intent to create an integrated electronic system of environmental governance and management of natural resources concluded between the Ministry of Environment and Natural Resources of Ukraine, the Department of Environment and Natural Resources of Lviv Regional State Administration and International charitable organization “Environment-People-Law”.
“The introduction of the integrated electronic system of environmental governance will streamline and improve the efficiency of public administration in environmental protection, including in the context of international requirements and reduce the reporting, licensing burden on businesses in this area. At the same time, the system will be a tool to eliminate abuses, corruption schemes and preserve the environment for future generations, “- said the director of the Department of Environment and Natural Resources of Lviv Regional State Administration Ruslan Hrechanyk.
The press conference was focused on the main elements of the implementation of the electronic system in environmental protection in Ukraine, joining the Memorandum by interested environmental parties will help ensure transparency, access to environmental information and bring Ukraine closer to the European Community. “In recent years significantly increased demand on behalf of the public for open government that would open the prerequisites for implementation of modern tools of storing, processing and disseminating information in the field of environmental protection and rational use of natural resources”, – says the executive director of the International charitable organization “Environment-People-Law ” Olena Kravchenko.
The integrated object-oriented approach used in the integrated electronic system of environmental governance and management of natural resources, modern European and world trends IPPC, PRTR, SEIS, OGP, SAICM, the Agreement on Association and Directive 2011/92/EC on the assessment of the impact of certain public and private projects on the environment, the Directive 2001/42/EC on the assessment of the impact of certain plans and programs on the environment, the Directive 2003/4/EC on public access to environmental information, Directive 2003/35/EC on public participation in the preparation of certain plans and programs relating to the environment, Directive 96/61/EC on pollution prevention and control.
A number of regions, enterprises and NGOs expressed their wish to join the Memorandum. At the press conference, the Annex to the Memorandum was signed by the Department of Environment and Natural Resources of Zakarpattia Regional State Administration, Department of Environment and Natural Resources of Ivano-Frankivsk Regional State Administration, Department of Environment and Natural Resources of Kirovohrad Regional State Administration, Department of the Environment of Lviv city council, the Lviv Chamber of Commerce, NGO “e-Environment”, Institute of cross-border cooperation and European integration, LLC “AVE-Lviv”.
