Recently there have been numerous complaints from local residents of Obolon district about the air pollution. In the morning and at evenings it is particularly difficult to breath, people get cough, and one can smell some chemicals in the air. The investigation of the causes revealed that several industrial enterprises of the district work without permits for emissions into the air.
According to information from the State Environmental Inspectorate of Ukraine, from 15 till 30 May 2014 it conducted a planned inspection of “Obolon’” private Ltd that revealed that the enterprise did not fully take into account quantitative and qualitative characteristics of stationary sources of emissions into the air and several stationary sources of emissions do not have permits from special authorities, which is a violation of Art. 10 and 11 of the Law of Ukraine “On Ambient Air Protection”. The person responsible for the violations was called to administrative account, paid fine, and was issued an order to eliminate the revealed violations. Also, in the period from 10 till 21 August 2015, there was planned another inspection of “Obolon’” private Ltd but state inspectors for environmental protection were not allowed into the enterprise. Therefore, the inspection made a submission to the enforcement bodies.
The State Environmental Inspectorate of Kyiv conducted a planned inspection on the territory of “Euroformat plant” Ltd from 12 till 27 September 2013 and detected that the enterprise does not have a permit for emissions into the air, does not check gas purifying facilities, which do not have registered passports. The enterprise paid the fine in the amount of 22808 UAH and also was issued an order to eliminate the detected violations.
From 11 till 21 March 2013, the Environmental Inspectorate conducted inspection at «Amstor Trading House» Ltd and detected that the enterprise does not have a permit for emissions into the air. When inspection was conducted again in January 2014, the enterprise had a permit and it was calculated that the damage caused to the environment was worth 52585 UAH. Materials of the inspection were submitted to enforcement bodies.
From 14 till 23 March 2014, the State Environmental Inspectorate conducted a planned inspection at “Chynbar” Ltd. The inspection revealed that the enterprise worked without a permit for emissions, and the person in charge was called to administrative account, paid a fine and was issued a warning. Currently the enterprise has a permit that is valid until 25.03.2019.
EPL continues studies of potential causes of air pollution in Obolon’ district. Obviously, lack of permits is not the only violation. As of 20 January 2016, when the above mentioned enterprises have permits, concentrations of poisonous gases in the air exceed maximum permissible norms.
On Obolon’ Avenue there have been recorded exceedings of the maximum permissible concentrations of dioxin by 2,5 times, of formaldehyde – by 2,7 times.
