One of the most loud land scandals during the last two years is construction in Chernechyi forest in Kyiv region. On the lands of the National University of Biological Resources and Nature Use of Ukraine, 9.8 ha of the ancient oak-wood was allocated for construction of elite cottages by including part of the forest to administrative boundaries of the village of Lisnyky.
Thanks to efforts of the deputy Ihor Lutsenko the public was able to get original documents proving that the land lost stopped being forest. It turned out that expropriation of the land lot was initiated by the land users – the Academic Council of the University and Boyarka forest research center that takes care of it.
According to the Minutes #8 of the sitting of the Academic Council of the National Agrarian University of 5.04.2006, on the basis of the decision of the Academic Council of the Institute of Forest and Garden Economy of the National Academy of Sciences and the decision of Boyarka forest research center, the Academic Council of the Agrarian University by majority of votes adopted the decision to give consent for expropriation of the land lot of 9,8 ha from lands of Khotivske forestry.
“Now it became clear why the University for 10 years has been opposing the idea of creation in this part of the forest of important protected area “Chernechyi forest” – because the University itself allocated this land for construction”, says EPL environmentalist Oleksiy Vasyliuk.
In 2014, according to the decision of Kyiv regional council, the planned natural reserve «Chernechyi forest” was included to the list of perspective territories of protected areas in Kyiv region. This territory is particularly valuable because through the forest of Boyarka forest research center goes the bypass of Dniprovskyi environmental corridor around Kyiv. Through these forests go seasonal migration ways of birds from North Europe.
“Boyarka forest research center is the biggest user of state lands in the vicinity of Kyiv. 17 000 ha of forests that have not been allocated for construction yet are a very profitable capital. To prevent destruction of unique forests, CSOs and communities of the villages Lisnyky, Bobrytsia and town Boyarka raised the question about reorganization of Boyarka forest research center into a national park”, adds Oleksiy Vasyliuk.
