Public participation is an effective instrument of including environmental and social concerns into governmental decision-making and by this of improving the quality of the decisions as well as increasing the level of their acceptance by the general population. This has long been recognised both in many States and internationally. On the level of the Economic Commission for Europe it is also being perceived as a tool of strengthening democracy.

The policy agenda is intended to promote the reformation of the environmental governance system. The publication outlines the main problems in environmental governance in Ukraine, legislative gaps in the field and main decisions to overcome these gaps and to achieve the goal of establishing a democratic system of environmental governance that would ensure preservation of the environment and sustainable use of natural resources for future generations.

Current green spaces management policy is not designed for their protection and conservation. Green spaces in settlements are transferred under construction; green spaces are reduced: greenery is damaged more than planted. Consequently, it results not only in the environmental damage and loss of recreation areas, but also in the destruction of natural systems of air purification and harm to the public health.
