CORRUPTION RISKS IN THE FIELD OF SUBSOIL USE AND PROTECTION: ANTI-CORRUPTION MEASURES FOR THEIR ELIMINATION

The manual is devoted to a comprehensive study of key corruption risks in the field of subsoil use in Ukraine, as well as to the development of practical anti-corruption measures aimed at their prevention and elimination. The publication systematically highlights issues related to obtaining special permits for subsoil use, including oil- and gas-bearing subsoil, analyzes the specifics of concluding Production Sharing Agreements, and examines the particularities of managing strategic and critical mineral resources in Ukraine and worldwide. The publication contains recommendations, analysis of real cases, action algorithms, a review of the current legislation of Ukraine as of December 2025, and policies concerning the intensive extraction of rare and rare earth metals in Ukraine.
