The UN 23rd conference on climate change was organized according to the concept “one conference, two zones”. What was the purpose of dividing the conference into two zones, how are they different, interesting and useful?
Bula zone
The name of the zone has its meaning. COP 23 was to be held in Fiji but because of financial and logistics factors the country could not hold such a big event at its territory. However, although in fact COP 23 is taking place in Bonn, Germany, officially the conference is held under the Presidency of Fiji, an island country in the Pacific Ocean. “Bula” means «hello” in the language of indigenous people in this country. This is the greeting for welcoming participants of the conference.
The zone is located in the World Conference Center, as well as in temporary constructions connected with the conference center.
Bula zone that is divided into 3 parts hosts plenary meeting rooms, premises for negotiations, delegations, and the main media objects. It hosts all official negotiations as well as registration of participants. Most of negotiations and meetings are closed. Nevertheless, accredited participates having access to Bula zone can participate in open meetings of the Parties, bodies of the UN Framework Convention on Climate Change. Bonn zone
It is located in Rheinaue Park in equipped temoporarily constructions. The zone is meant for holding events, presentations, exhibitions etc by Parties and the UN organizations.
In addition to halls for meetings and various events, the zone also contains pavilions of Parties (country delegations). Every country has a possibility to install its pavilion and present its technologies for energy efficiency, alternative sources of energy etc. as well as its traditions and culture.
The zones are located next to each other. For fast and convenient connection between the zones, organizers of the conference, ensured free electrocars, electrobuses, bicycles. Also, accredited participants have free passes for Bonn public transport.
Thanks to division of the Conference into two zones, organizers of the conference managed to solve logistic issues and ensure participation of more than 40 thousand persons. We hope that conform of both zones will help to reach important and pressing agreements among Parties for implementation of the Paris Agreement.
