State enterprise “Energorynok” released on its web-site overview of its results for 2015. The 2015 analysis for each energy source reagrding amounts and costs of electrical power bought by the state enterprise “Energorynok” from producers of electrical power and sold to energy suppliers shows that the share of small hydro power plants in amounts of produced energy is 0,12% and the cost of energy – 0,48 %http://www.er.gov.ua/doc.php?f=3174

«These numbers prove again that the statement that “small hydro power plants can bring energy independence to Ukraine” is a myth. If analyzing the data from the last year, we can calculate that in order to reach even 1% of electricity production in the country, the number of small hydro power plants should be increased by 8 times from the current level. This would mean to turn all small and medium rivers of Ukraine into cascades of ponds and dams that would inevitably lead to environmental catastrophe”, – comments EPL’s environmentalist Petro Testov.
Importantly, owners of small hydro power plants only increased their profits. In 2014, the correlation of produced energy and received profit for small hydro power plants was 1 to 3 while in 2015 we have the correlation 1 to 4. It means the state Ukraine represented by the state enterprise “Energorynok” pays to owners of small hydro power plants by 4 times more than this energy really costs. There are no full official data for 2015 yet but during the period from 01.01.2015 until 15.08.2015 (8,5 months of 2015) the state enterprise “Energorynok” paid to owners of small hydro power plants 507 mln UAH in comparison to 509 mln. UAH for the whole year 2014.
“It means that while population of Ukraine become poorer and the state budget fund is critically insufficient, owners of small hydro power plants make bigger profits. And there is only one reason for this – increased level of green tariff for small hydro power plants. In July 2015, members of the Parliament who are allies of owners of small hydro power plants have lobbied the decision on increasing green tariff”, – comments EPL environmentalist Petro Testov.
EPL appeals to the Cabinet of Ministers of Ukraine and people’s deputies of Ukraine with the request to initiate decrease of the level of green tariff for small hydro power plants to ensure protection of the environment and reasonable use of funds of the state enterprise “Energorynok”.
