Environment-People-Law advocates the creation of electronic system that is an expanded version of PRTR and will connect (1) PRTR reporting (2) other emissions monitoring, (3) data from permits and, in future, (4) EIA and (4) enforcement actions. The integrated approach will make the resulting electronic register much more useful for decision-making by government and its public authorities, environmental NGOs, and the public.
The following categories of environmental and other information are possessed by the government institutions in one place or another:
- “Ordinary PRTR” – Permits about actual amounts of use of natural resources, emissions and other negative impacts on the environment by enterprises, institutions and organizations (emissions into the air, dumping into water resources, waste management etc).
- Data from monitoring of physical and chemical environmental indices (concentrations of pollutants in environmental media (air, water, soil), noise and vibration levels etc).
- Permits for use of natural resources and negative impact on the environment (pollution).
- EIA documents.
- Reports of enforcement actions.
After Ukraine’s ratification of PRTR Protocol in February 2016, EPL intensified its work towards creation of universal electronic system of environmental information and is developing the system for five regions of Ukraine: Lviv, Kyiv, Ivano-Frankivsk, Kirovohrad, Zakarpattia thanks to close cooperation with regional departments of environment and natural resources. The system is based on WEB-technologies. Currently the system contains information on pollutant emissions into the air, dumps into water, amounts of waste in 2011-2015 for over 2000 enterprises in Ukraine.

By launching the system, EPL achieved the following results:
- Systematized and made accessible environmental information for over 2000 enterprises and institutions in five regions of Ukraine.
- Ensured access for public authorities, the public to environmental information on emissions of pollutants into the air, dumps into water and waste management.
- Facilitated the process of informed decision-making on environmental issues and ensured electronic governance in the field of environmental protection.
