Clean and safe environment is an expensive asset. Every year developed countries allocate a significant budget for their environmental programs1. They realize importance of the environment for the development of the national economy and population health. Ukrainian situation is different: high-quality environment is considered too expensive. At the same time the nature‘s laws are the same everywhere, and unsustainable use of natural resources, apart from one–time benefits in long–term prospects, negatively affects the economic potential of the state. Mismanagement of the environment results in the biodiversity losses, has a considerable impact on people’s health, prevents the development of tourism. In its turn, it leads to increasing expenditures from the state budget as well as to the losses of potential revenue for the state.
In Ukraine there is a branch of law that is supposed to regulate social relationships in the field of environment protection and use of natural resources. The rules of the game in this field are supported by the established liability (penal, administrative, civil and procedural ones) for violation of these rules. And still citizens and businesses all the time constantly breach environmental norms, while the state fails to properly address this situation with legal liability means. Consequently, nature, budget and population health suffer irreversible losses.
